Both in Luxembourg and across Europe, the traditional telephone network is gradually being withdrawn from service. In the future, telecommunication services such as landlines, TV, mobile telephony and the Internet will all communicate “in the same
language” over the Internet Protocol (IP). This switch is part of the national digitization programme, and will meet modern society’s constantly increasing demand for communication and cooperation.

What is "All IP" ?
IP stands for Internet Protocol. This is a communication protocol that supports exchanges over private IP networks and the Internet, and it is now the universal standard. It is used by all telecommunications operators worldwide to guarantee high-quality data transmissions. In the last few years, IP has also been increasingly used in "speech" communication, such as fixed or mobile phone calls. In POST’s case, landline and mobile calls are made over a private IP network rather than the public Internet.
The term “Voice over IP” (VoIP) is used to describe “speech” calls that take place over this protocol.
Concerning traditional networks, every service is dependent on a specific connection. However, IP makes it possible for all services to be used on one line using a single protocol, making exchanges easier.

Instead of numerous separate networks, all speech and data communication takes place over the same network.

Faxing is no longer 100% guaranteed
While analogue fax machines should still work after the IP upgrade, fax transmissions cannot be completely guaranteed. Technical support for fax-transmission problems will no longer be available.

Some of these services are important, or even vital. So contact your service provider in good time. They will check whether your system is IP-capable, and can assist you further.

THE MIGRATION PLAN 2020 – 2024
To continue being able to offer a high-quality landline telephone service, we need to switch to the most modern technology available.
The traditional telephone network will be withdrawn from service in several stages. The country’s seven telephone exchanges will be deactivated by the end of 2024.

This switch does not mean the end of landline telephony: it is simply an upgrade to an infrastructure more suited to our times. You will still be able to make calls using your standard telephone.

DOES A TECHNICIAN NEED TO COME TO MY HOME TO CARRY OUT THE MIGRATION?
In some cases, the procedure may require the presence of a technician. If you are affected, POST will write to you to inform you of the specific steps involved.
ARE YOU A LARGE COMPANY?
As business customers have specific telecommunication needs, your customer adviser will contact you directly to organise the migration in the most effective way possible.
HAVEN’T RECEIVED A LETTER FROM POST
If you have not received a letter from POST regarding the IP migration, you are probably not affected by it. However, if you have any doubts, feel free to contact our advisers.
ARE ALL TELECOMMUNICATIONS PROVIDERS AFFECTED?
All telecommunications operators are affected!
The decision to withdraw the traditional telephone network from service does not concern POST alone. It is the result of a transformation plan agreed with all players in the sector throughout Europe – both equipment manufacturers and operators. The
decision was announced by the Luxembourg Regulatory Institute (ILR) in a 2017 ordinance. This means that both POST customers and users of services from other providers are affected by this migration.
HOW DO I KNOW WHETHER I AM AFFECTED BY THE DEACTIVATION OF THE TRADITIONAL TELEPHONE NETWORK?
If you are affected, you will receive a letter from POST.
DO I NEED TO GET AN INTERNET SUBSCRIPTION TO CARRY ON USING MY LANDLINE?
No – a landline contract will remain sufficient.
HOW MUCH DOES THE IP UPGRADE COST?
Your current connection will be replaced by a new IP-based connection. The costs of this technical procedure will be borne fully by POST. However, internal cabling work may be required, as well as a change in your subscription. Your monthly fee may change as a result of this. Broadly speaking, the upgrade will give customers access to higher bandwidths and better package deals.
DOES THE IP MIGRATION REQUIRE A FIBRE OPTIC CONNECTION?
IP technology is compatible with both copper and fibre optics. However, the fibre optic network does not support non-IP services.
